Xiaohong Chen, Ph.D., JD.

Xiaohong Chen has 20 years of experiences in health insurance and health service industries in the United States. She started her career at North Memorial Medical Center, a major hospital in the Northwestern Twin Cities area, as a quality assurance specialist. She then worked for a few large health insurance companies including United Healthcare, Blue Cross Blue Shield of Minnesota, and Anthem (formerly known as WellPoint). Her work had been focused on healthcare informatics, health care cost, and pricing, reimbursement as well as healthcare cost predictive modeling. She had gained extensive experience in government programs by managing the analysis and reporting of United Healthcare’s Medicaid Program and Child Health Insurance Program (CHIP) and Anthem’s Medicare plans. Ms. Chen spent a couple of years in China consulting for local government agencies and research institutes on smoking-cessation issues and policy and medical insurance plan design.

Dr. Chen received her Ph.D. in Health Services Research, Policy & Administration from University of Minnesota, and a Juris Doctor from Michelle Hamline School of Law (formerly knowns as William Michelle College of Law). She is licensed to practice law in the State of Minnesota. Ms. Chen was born and grew up in Nanjing, China, and currently resides in Minneapolis, Minnesota. She has identified her favorite hobby as doing Chinese ethnic dancing. For over 20 years, she has hosted and performed almost one hundred shows.
